  1. Academic Senate is a collegial decision-making body of the University, which defines the institution’s policies, schedules. It also coordinates, directs and controls the activities of teaching and scientific research and assesses their effectiveness. The Academic Senate is chaired by the Rector and meets periodically.
  2. The main functions of the Academic Senate are:
    • to guarantee the autonomy of the institution, academic freedom and student rights;
    • to propose to the Administrative Board the Strategic Plan for the Development of the institution;
    • to approve the Statute of the institution, after having received prior approval from the Board of Directors. The adopted Statute is sent to the Ministry responsible for Education for final approval by the Minister;
    • to select the Rector of the University among the members of the Senate;
    • to approve the candidates for Department head proposed by the respective Dean;
    • to approve the academic structure of the institution, after having received the prior approval from the Administrative Board;
    • to approve the Regulation of the institution, the regulations of its units, regulations of its study programs, as well as other regulations and acts that fall under the competence of the Senate;
    • to approve new study and research programs, to make changes to these programs and decide to terminate any program. New programs are approved after confirmation of support by the institution’s annual budget;
    • to propose closing or restructuring of the institution, or propose a merger with another institution of higher education, after receiving the opinion of the Administrative Board;
    • to approve the opening, re-organization or termination of the main or base units, based on the proposals from the main and base units, by obtaining prior assessment of the Administrative Board;
    • to approve changes in the name or logo of the institution, pursuant to the laws and regulations in effect;
    • to approve the annual plan of academic and scientific research activities;
    • to approve a detailed annual report of the activity of the institution, compiled by the Rectorate, and to forward this report to the Ministry responsible for education;
    • to assess and ensure the internal quality of the institution through reporting it receives from the Internal Quality Assurance Unit (IQAU). Members of this unit are approved by the Senate, based on the proposal of the Rector;
    • to organize, at the end of each academic year, a joint meeting of the Academic Senate and the Administrative Board, which discusses the teaching and research activities, and also the administrative and financial standing of the institution;
    • to approve admission quotas based on suggestions by the main units;
    • to approve the eligibility criteria based on suggestions by the main units.
  1. The Academic Senate as a collegial body has a 4 year mandate with the right to re-election.
  2. The mandate of a member of the Academic Senate begins at the moment of election and lasts until the end of the mandate of the Academic Senate.
  3. The mandate of a member of the Academic Senate shall be considered prematurely completed if the member:
  4. resigns as a member of the Academic Senate;
  5. when he is discharged, acquitted or resigns from office, when the latter is by designation;
  6. Terminates the work contract with the University, or ends / terminates studies at the University;
  7. Is deceased;
  8. Fails to attend more than half of the meetings held during the academic year;
  9. Is sentenced for a criminal offense, by a final court ruling;
  10. Academic Senate ascertains the vacancy created by a declaratory decision.
  11. A vacancy created as the result of one of the members of the Academic Senate prematurely ending the mandate, is filled by another person chosen by the same group of University members.

Elections to fill a vacancy in the Academic Senate are held within 6 months from the date of the decision for establishing the vacancy.

 

  1. The first meeting of the Academic Senate is called by the University Rector.
  2. At this meeting, the deputy chairman of the Academic Senate is elected from among the members.
  3. In other cases the election of deputy chairman is held when the mandate of the senate member elected as vice chair, is prematurely terminated or when the person resigns from office. The vice chairman is nominated by the head of the Academic Senate and is elected by a simple majority of the members of the Senate.
  4. In its first meeting of the Academic Senate approves the proposals of the Rector for the position of Vice Rector of the University.
  5. Establishes Permanent Committees set out in this statute.
  6. Composition, rights, duties and functioning of the permanent commissions are determined by the Academic Senate in the Rules of Permanent Committees.
  7. Academic Senate establishes the Ethics Council, in accordance with the provisions specified in this Statute and the Rules of the Council of Ethics.
  1. The Academic Senate as a rule meets at least once in two months. The Academic Senate may adopt additional rules that may determine a gathering at the same date and time for each meeting.

  3. The Rector (Head of Senate);
  4. By members of the Senate who represent at least ¼ of the total number of members.
  5. The meeting convened by written notification which includes the agenda, several days before the date set for the meeting. Along with the notice of the agenda, the people calling the meeting also distribute materials on matters to be considered at the meeting.
  1. The Academic Senate meetings chaired by the Head of the Senate. In the absence of the Head of Senate meetings are chaired by the deputy chairman of the Academic Senate.
  2. Meetings of the Academic Senate are valid when attended by no less than 2/3 of the members. If the meeting is attended by less than 2/3 of the members, then the meeting is postponed for another date.
  3. The Academic Senate members are responsible for performing their own duties. They cannot delegate their vote to another member or vote on behalf of another member of the Senate.
  4. As a rule, voting in the Academic Senate is open. In cases where the decision to be made refers to a specific person, the Senate may decide by a simple majority to hold a secret ballot, if requested by each of the members. Procedures for holding a secret ballot are determined by the Academic Senate.
  5. Senate makes decisions by a simple majority, except for cases when a qualified majority is required under the provisions of this Statute.
  6. Decisions of the Academic Senate, as a rule take effect immediately. The Academic Senate can determine in its decision the time of its entry into force.
  7. At the meeting of the Academic Senate, may be called administrators (of the institution or of the main units; separately or jointly) and specialists from various fields, who have knowledge of the issues that were raised for discussion. Specialists can be internal or external.
  8. The Academic Senate, with the help of the rectorate, appoints the technical secretary, as an ad hoc structure, which consists of at least one person who will keep the minutes of the meeting.
  9. Part of the Technical secretary will also be considered also other administration officials who provide explanations during the meetings of the Senate regarding the materials presented and issues under consideration.
  1. Decisions of the Academic Senate are transcribed within 3 days from the date of the meeting, at which the decision was adopted.
  2. Decisions of the Academic Senate are first transcribed and then signed by Chairman of the Senate, while the minutes of the meeting signed by all members.
  3. Decisions of the Academic Senate are published in accordance with the Internal Regulation for the Circulation and the Management of Documentation.
  4. When possible, decisions of the Academic Senate are published on the website of “Aldent” University.
